NCCT Cambodia Quick Reference Sheet: 2024–2028 Implementation Timeline
This reference sheet outlines the year-by-year priorities and major activities for the National Strategic Plan (NSP) and the Monitoring, Evaluation, and Learning (MEL) Framework.
### 2024: Foundation and Launch
NSP Official Launch: Formal announcement and dissemination of the Five-Year National Strategic Plan 2024–2028.
Planning: Organization of meetings to develop the first round of Annual Action Plans for the six inter-ministerial working groups and M/PCCT levels.
MEL Development: Finalizing the draft of the Monitoring, Evaluation, and Learning Framework.
Needs Assessment: Conducting assessments to identify knowledge and skill gaps in monitoring and reporting among relevant officials.
### 2025: Mobilization and Capacity Building
MEL Socialization: Officially approving and socializing the finalized MEL Framework across all NCCT levels.
Establishment of Networks: Appointing and establishing the network of MEL Focal Points and the General Secretariat MEL team.
Standardized Training: Conducting Training of Trainers (ToT) and direct training for focal points on data collection, digital reporting, and the improved report format.
Data Kick-off: Commencing the collection of Output Indicators for all activities implemented since the start of the NSP.
Tool Development: Developing training manuals for trainers on victim identification and investigative procedures.
### 2026: Mid-Term Review and Integration
Outcome Data Collection: Starting the formal collection of Outcome Indicators to measure the actual impact of anti-trafficking strategies.
Mid-Term Evaluation: Commissioning a mid-term review to assess progress towards intermediate outcomes and identify necessary strategy shifts.
Digital Systems: Implementing and testing the enhanced national database for anti-trafficking data and victim case management.
Strategic Dialogue: Promoting bilateral/multilateral meetings with signatory countries to review the implementation of existing MoUs.
### 2027: System Strengthening
Advanced Data Management: Full implementation of the enhanced data collection system and automated reporting.
Refresher Training: Continuing capacity building for new or transferred officials using the developed orientation toolkits.
Law Revision: Finalizing reviews and amendments of relevant legal tools (e.g., Law on Suppression of Human Trafficking) based on evolving crime trends.
Action Plan Updates: Developing and proclaiming the 2027 Annual Action Plan based on previous evaluation findings.
### 2028: Final Evaluation and Future Vision
End-Term Evaluation: Commissioning an independent, comprehensive evaluation of the five-year NSP to assess overall impact and sustainability.
Outcome Fulfillment: Measuring the achievement of the End-of-Strategy Outcomes (EOSO) across all four pillars.
Reporting Culmination: Finalizing the 2028 consolidated annual report and summarizing five years of data.
NSP 2029–2033 Preparation: Using the documented lessons learned and evaluation results to inform the development of the next five-year strategic cycle.
